Moumita Si Pallachulla is the CEO, Owner, and Founder of Learning COMET, Inc., where she, being the DIRECTOR of PROGRAM OPERATIONS, leads a comprehensive suite of services in PEERS—Social Skills Program for Adolescents, Educational Therapy, Executive Functioning Coaching, Self-Determination Program—Regional Centers, Neurodiverse Career Development, and Special Education Advocacy.

With more than 15 years of experience across K–12, higher education, and private practice, she is known for her expertise, empathy, and relentless commitment to supporting neurodivergent learners and their families.

Moumita possesses expertise in the specialized area of special education, specifically concentrating on severe cognitive disabilities such as autism, Down syndrome, ADHD, and also learning disabilities( Dyslexia, Dysgraphia ,  Dyscalculia, Nonverbal learning disorder, Auditory processing disorder, Language processing disorder, Dyspraxia, Visual perceptual/visual motor deficit,  and Aphasia/dysphasia).

She holds multiple Master’s degrees from the University of New Mexico:

  •  Organizational Learning & Instructional Technologies (OLIT) - M.A.

  •  Special Education-M.A. 

  • General Education-M.A


She also holds a Special Education Advocacy Certificate from the University of San Diego Law School, California, equipping her with specialized knowledge in special education law, IDEA, and family-school collaboration.

As a former special education teacher, IEP coordinator, and Inclusion Advocate in the Albuquerque Public School District, NM,  Moumita has extensive hands-on experience leading IEPs, conducting assessments, implementing behavior plans, collaborating with multidisciplinary teams, and supporting inclusive education practices.

Moumita is a CERTIFIED UCLA PEERS PROGRAM SPECIALIST and a UCLA  Provider in SAN DIEGO, CA.

She is an associate member of the Association of Educational Therapists ID # 1686 and a professional member of the Learning Disabilities Association of America.

With more than 15 years of experience in teaching and professional services as an Educational Therapist, Special Education Advocate, former special education classroom teacher, and Instructional Designer at K-12 and undergraduate levels, she specializes in developing inclusive and accessible learning solutions.

Regional Center & Self-Determination Services

  • Moumita is also a CERTIFIED Independent Facilitator, helping Regional Center clients

  • Build and update their Individualized Personal Plan (IPP)

  • Understand and fully utilize the Self-Determination Program (SDP)

  • Access appropriate services, budgets, and supports

  • Advocate for choice, control, and person-centered planning

Educational Therapy & Case Management

Through Learning COMET, she provides personalized academic and social-emotional interventions using multisensory, differentiated, and evidence-based approaches. Her comprehensive method supports students in building skills, confidence, self-advocacy, and long-term independence.

Advocacy for Families

As a Special Education Advocate, Moumita partners closely with families to develop SMART IEP goals, behavior plans, and effective communication strategies with school districts. Her background as an IEP coordinator gives her unique insight into school systems and empowers families navigating complex processes.

Neurodiverse Career Coaching

She also provides career development coaching for autistic and ADHD teens and adults, helping them explore strengths, prepare for employment, and develop long-term workplace success strategies.

Kiran Pallachulla

Technical Advisor

Mr Pallachulla is providing technical advice and guidance to Learning Comet for its STEAM programs and has the following expertise.

  • Over 5 years of development and instruction of programming/coding courses for SCRATCH programming language and Arduino hardware.
  • 15 years of Web Design and development experience using Html, CSS, JavaScript, JQuery, ASP, PHP, SQL, MySQL, Ajax, Python, Django, Phonegap/Cordova.
  • Experience installing web servers, email servers, web frameworks, opensource CMS packages like Worpress, Joomla, Drupal, DjangoCMS, MezzanineCMS (Django).
  • Experienced Graphic and Media Arts Designer with proficiency in Photoshop, Gimpshop, Illustrator, SketchUp, Adobe After Effects, Adobe Premier, Maya, Poser, Blender and 3D Studio.
  • Experience with geographic information systems (GISs) and as GIS Specialist. Worked with development of a GIS for traffic safety/transportation and various other research applications. As a GIS Specialist, delineated watersheds and created floodplain maps, created and edited geodatabases, ArcInfo coverages, shapefiles and maps with GPS data.
